In October 1996, State Administration of Foreign Experts Affairs of China(SEFEA) and Center for International Cooperation (MASHAV) of Ministry of Foreign Affairs of Israel signed a Memorandum on Scientific Training.
 
    In 2000, China Association for International Exchange of Personal(CAIEP) established formal relations with Israel Expert Organization --MATAT and Save a Child Heart Foundation respectively to promote expert exchanges and scientific trainings.
